No significant fiscal implication to the State is anticipated.

The bill would amend the Family Code to prohibit the use of mechanical or physical restraints on a child during a judicial proceeding except under certain circumstances.  The bill would also require the court to permit a child to wear clothing other than a detention or correctional facility uniform in any judicial proceeding if the attorney requests the court's permission and the child's attorney or family provides the child with appropriate clothing.

Based on the analysis of the Office of Court Administration and the Juvenile Justice Department, it is assumed that duties and responsibilities associated with implementing the bill could be accomplished utilizing available resources. In addition, no significant fiscal impact to the state court system is anticipated with the implementation of the bill.

No significant fiscal implication to units of local government is anticipated.
