No significant fiscal implication to the State is anticipated.

The bill would amend Family Code relating to the procedures and grounds for terminating the parent-child relationship, for taking possession of a child, and for certain hearings in a suit affecting the parent-child relationship involving the Department of Family and Protective Services (DFPS).

Based on the analysis of the Office of Court Administration (OCA) and information provided by DFPS, this analysis assumes there would be minimal costs associated with implementing the provisions of the bill that could be absorbed within current resources.

The bill would take effect September 1, 2021.


Local Government Impact

OCA and DFPS assumes there would be costs to local governments, due to the need to appoint attorneys earlier in the process and a potential for more hearings during the case.
