No fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code to limit the amount of municipal franchise fees collected for solid waste management services to two percent of the gross receipts of the franchisee for the sale of services in the municipality.

The City of Houston anticipates a fiscal impact of approximately $4.0 million per year to the city. The City of Plano anticipates a fiscal impact of approximately $1.0 million per year. The City of Irving anticipates a fiscal impact of $650,000 in revenue loss. The City of Round Rock anticipates a fiscal impact of approximately $600,00 in revenue loss. The City of Galveston anticipates a fiscal impact of approximately $400,000 in revenue loss. The City of Garland anticipates a fiscal impact of between $500,000 to $700,000 in revenue loss.
