Fiscal Analysis

The bill would amend code relating to a study and report on the establishment and implantation of a program that provides financial assistance to property owners who offer housing to veterans at risk of homelessness. The bill identifies that the Texas Interagency Council for the Homeless (TICH) is responsible for evaluating the feasibility, methods, funding sources, and costs of establishing and implementing a program that provides financial assistance to property owners who offer housing to veterans at risk of homelessness.

Methodology

Based on information provided by the Texas Department of Housing and Community Affairs (TDHCA), the bill would result in a cost of $175,000 in General Revenue in fiscal year 2022 associated with professional fees to procure a third party to undertake the required study. The agency has based cost assumptions on a similar housing report and study outsourced by TDHCA.

There is no anticipated technology impact as a result of implementing this bill.
