No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code to prohibit a health benefit plan issuer that provides drug benefits from requiring more than one prior authorization of a prescription drug prescribed to treat autoimmune diseases. The bill takes effect September 1, 2021 and applies to health plans renewed on or after January 1, 2022.

Based on information provided by the Texas Department of Insurance, Employees Retirement System, and Teacher Retirement System, this analysis assumes that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
