LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

March 14, 2021

TO:
Honorable Brooks Landgraf, Chair, House Committee on Environmental Regulation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB963 by Lozano (Relating to the Texas natural gas vehicle grant program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to broaden qualifying vehicles for the Texas natural gas vehicle grant program to include used natural gas vehicles as defined in the bill and require that grants awarded for these types of vehicles must cover at least 80 percent of the incremental cost of the vehicle purchase, lease, or other commercial finance.

Based on the analysis of the TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
