HB1070 by Harris (Relating to the performance of pest control work by persons who hold a commercial or noncommercial applicator license issued by the Department of Agriculture.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code to allow unlicensed pest control workers working under the supervision of a licensed individual to perform pest control work on growing plants, trees, shrubs, grass, or other horticultural plants. 

Based on the analysis of the Texas Department of Agriculture, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2021.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
