LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 9, 2021

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1285 by Morales, Eddie (Relating to the designation of State Highways 118 and 166 as the Davis Mountains Scenic Loop Highway and a historic highway.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Historical Commission (THC) to cooperate with the Texas Department of Transportation (TxDOT) to designate, interpret, and market the route formed by State Highway 166 and a portion of State Highway 118 as the Davis Mountains Scenic Loop Highway and a Texas historic highway. The bill would authorize the agencies to pursue federal funds to supplement revenue available for those purposes. The bill would stipulate that TxDOT is not required to design, construct, or erect a highway marker unless a grant or donation of funds is made to TxDOT to cover the costs.

Based on the information provided by THC and TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
