LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 28, 2021

TO:
Honorable Chris Paddie, Chair, House Committee on State Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1373 by Guerra (Relating to a study on leasing state property for private use.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would direct the Texas Facilities Commission (TFC), in collaboration with the Texas Commission on the Arts (TCA), to conduct a study on the feasibility of leasing to artists available spaces in state agency buildings or on state agency property.

This bill would also direct the Texas Higher Education Coordinating Board (THECB), in collaboration with the TCA, to conduct a study on the same topic.

According to TFC and THECB, there would be a cost to to the agencies to conduct the required studies.  This analysis assumes the costs could be absorbed using available resources.

According to TCA, the bill would not have a significant fiscal impact.

According to the Comptroller of Public Accounts, the bill would have no fiscal impact on the state.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
