No significant fiscal implication to the State is anticipated.
The bill would amend Health and Safety Code to allow a person to decline participation in a health care service for reasons of conscience except in certain circumstances. The bill would also prohibit any person or entity from taking an adverse action because a person declines to participate in a health care service for reasons of conscience. A health care facility would be required to adopt protocols for how a person would decline participation in a health care service for reasons of conscience no later than December 1, 2021.
The Health and Human Services Commission indicates any cost to implement provisions of the bill would be minimal and could be absorbed within available resources. It is assumed any cost for the University of Texas to implement provisions of the bill would be minimal and could be absorbed within available resources.
