LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 17, 2021

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1512 by Zwiener (Relating to commercial signs along certain roads in certain counties.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 391 of the Transportation Code to authorize a commissioners court of a county to require a person to obtain county approval for the construction or reconstruction of a commercial sign located in a county that contains more than one area certified as a Dark Sky Community, and adjacent to and visible from a farm-to-market or ranch-to-market road. The bill would stipulate that the Texas Department of Transportation (TxDOT) may not issue a commercial sign permit to the person unless the person has obtained the required county approval.

Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

The Texas Association of Counties does not anticipate a significant fiscal impact to counties.
