The fiscal implications of the bill cannot be determined due to the unknown size of the service population and the range of treatment costs.
The bill would require Texas Department of Criminal Justice (TDCJ) to establish a medication-assisted treatment program for certain inmates with an opioid use disorder. The fiscal impact to TDCJ would depend on the number of inmates that would require the opioid disorder treatment, the cost of medication and administration. According to TDCJ, the estimated cost for a 30-day supply of medication used to treat opioid use disorders would range from $9 to $535 with the 340B Drug Pricing Program and from $14 to $1,288 with the Wholesale Acquisition Cost Program.
This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
