LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

March 27, 2021

TO:
Honorable Brooks Landgraf, Chair, House Committee on Environmental Regulation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1721 by Reynolds (Relating to a study by the Texas Commission on Environmental Quality of air contaminants in residential areas in certain counties.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require the Texas Commission on Environmental Quality (TCEQ) to perform studies of air contaminant levels in residential areas within certain proximities to industrial facilities as identified in the bill and requires the agency to report on these studies to the commissioners court of each county included in the study.

Based on the analysis of the TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
