LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 18, 2021

TO:
Honorable Joan Huffman, Chair, Senate Committee on Jurisprudence

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1906 by Herrero (Relating to grants awarded to reimburse counties for the cost of monitoring defendants and victims in criminal cases involving family violence.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill establishes a grant program to reimburse counties for costs incurred by counties as a result of monitoring in cases involving family violence defendants and victims who participate in a global positioning monitoring system.

According to the Office of the Governor, any work resulting from the provisions of the bill could reasonably be absorbed within current resources. The agency indicates that the costs associated with the grant program this bill would establish are covered through currently existing grant funding.

According to the Department of Criminal Justice, no fiscal impact is anticipated from the provisions of this bill.

Local Government Impact

The Texas Association of Counties estimates there may be a positive fiscal impact on counties from the bill's provisions. However, since the amount of funding that will be made available for grants is unknown, it is not possible to determine the extent of that impact at this time.
