No significant fiscal implication to the State is anticipated.

The bill would require a public institution of higher education, using available appropriated funds, in collaboration with the Higher Education Coordinating Board, to conduct a study to identify and evaluate local and state supply chain disruptions caused by the COVID-19 pandemic and ERCOT power outages. The Comptroller would issue a request for proposals and would select the higher education institution. The report from the study would be submitted to the Governor and the Legislature by September 1, 2022.

It is assumed that the costs associated with the bill's provisions could be absorbed using existing resources.

No significant fiscal implication to units of local government is anticipated.
