The bill would require the Texas Department of Transportation (TxDOT), in consultation with the Texas A&M Transportation Institute (TTI) and the University of Texas Center for Transportation Research (CTR), to conduct a study of the impact of passenger vehicles, commercial motor vehicles, and oversize or overweight vehicles on Texas roads and bridges. The bill would require the study to compare the total revenue contribution from taxes and fees, to road and bridge construction and maintenance, to the costs associated with construction, maintenance, and congestion on roads and bridges. The bill would require the study to include recommendations for changes to existing tax and fee structures related to financial impact of each classification of vehicle on roads and bridges. The bill would require TxDOT to submit a written report on the findings of the study by December 1, 2022. The provisions of the bill would expire on May 1, 2023.
Based on the information and analysis provided by TxDOT, TTI, and the University of Texas System, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources. It is assumed any duties performed by TTI and CTR could be performed under a contract with TxDOT.
No fiscal implication to units of local government is anticipated.
