LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 6, 2021

TO:
Honorable Andrew S. Murr, Chair, House Committee on Corrections

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2341 by Crockett (Relating to the release on parole of certain inmates convicted of an offense committed when younger than 25 years of age; changing parole eligibility.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code as it relates to parole eligibility and release onto parole supervision for certain offenses committed when 24 or younger. Under the provisions of the bill, the amount of actual calendar time served for certain individuals incarcerated for offenses committed when 24 or younger would be reduced as outlined in the bill.

The Board of Pardons and Paroles indicates the modifications outlined in the bill's provisions will not result in a significant fiscal impact.  This analysis assumes implementing the provisions of the bill addressing felony sanctions would not result in a significant impact on the demand for state correctional resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
