No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to remove certain specifications for projects as defined in the bill that could be considered for a grant, would require the Texas Commission on Environmental Quality (TCEQ) to include projects the reduce flair emissions and other site emissions among those to which it should give preference, and would permit lease costs as an allowable expense for a grant project concerning installation of emissions-reducing equipment. Based on the analysis of the TCEQ and the Comptroller of Public Accounts, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
