LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 5, 2021

TO:
Honorable Tracy O. King, Chair, House Committee on Natural Resources

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2368 by Morales Shaw (Relating to the participation by local governments in water quality control measures.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to require the Texas Commission on Environmental Quality (TCEQ) to establish and maintain a website for local governments that contains information on when agency staff enter any public or private property for the purpose of inspecting and investigating conditions related to the quality of water and information on discharge monitoring reports received by the agency. Based on the analysis of the TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
