No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code as it relates to community supervision. The bill would direct the Texas Department of Criminal Justice's (TDCJ) Criminal Justice Assistance Division (CJAD) to allow Community Supervision and Correction Departments (CSCDs) to implement reporting intervals for defendants based on risk, provide guidance on best practices, and develop an online technical assistance library. The bill would also require CJAD to implement a program for improving the rate of successful community supervision completion and provide CSCD grants for certain specialists. Under the provisions of the bill, CJAD would be required to submit an annual report on community supervision outcomes.
         
According to TDCJ and the Office of Court Administration, the costs associated with the bill's provisions could be absorbed using existing resources.

This analysis assumes implementing the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.

Local Government Impact

The Texas Association of Counties does not anticipate a significant fiscal impact to counties.

Caldwell, Comal, and Hays Counties CSCD anticipates a fiscal impact but is unable to determine the extent of impact at this time.

Harris County CSCD anticipates a significant fiscal impact, but is unable to determine the extent of impact at this time.

Bexar County CSCD anticipates a fiscal impact, but is unable to determine the extent of impact at this time.

Lubbock County CSCD anticipates a significant fiscal impact to the department.

Brazoria County CSCD anticipates a fiscal impact, but is unable to quantify the impact at this time. The potential fiscal impact to CSCD departments would be the cost associated with the hiring of peer support specialists/certified recovery coaches, as well as the fiscal impact due to travel and creating platforms to implement the bill's provisions.
