The fiscal implications of the bill cannot be determined at this time. The fiscal impact would depend on the number and size of events covered under this bill.

This bill would amend Sections 478.0001(3) and (7) of the Government Code to include the South by Southwest Conference and Festivals (SXSW) as an event that is eligible for funding under the Major Events Reimbursement Program. The bill would also amend statute to add South by Southwest to the list of site selection organizations.The bill would also change the heading of Section 478.0053 from “Exemption from Certain Eligibility Requirement for Large Venues” to “Exemption from Certain Eligibility Requirement for Certain Events” and exempt SXSW from the requirement that funding can only be awarded after a competitive site selection process.
 
According to the Office of the Governor, the fiscal impact of the bill to the state cannot be determined without information from the event organizers' application. This includes the market area, venue size, and attendee spending behavior.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
