LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

March 28, 2021

TO:
Honorable Brooks Landgraf, Chair, House Committee on Environmental Regulation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2423 by Davis (Relating to the periodic emissions and safety inspections of certain motor vehicles.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to change the specifications for the oldest vehicles inspected by the Inspections and Maintenance program from less than 25 years old to vehicles with model year 1997 or later.

Based on the analysis of the Texas Commission on Environmental Quality (TCEQ), revenue increases from remittance of the $0.50 emissions inspection deposited to the credit of General Revenue-Dedicated Clean Air Account No. 151 due to these types of vehicles no longer aging out of the program are not anticipated to be significant.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
