HB2566 by Darby (Relating to newborn and infant hearing screenings.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Department of State Health Services (DSHS) to create a disclosure statement for parental consent regarding newborn screening results and a process for birthing facilities to obtain and view the consent. The bill would require the Texas Commission of Licensing and Regulation to establish rules for reporting and referring newborn and infant hearing screenings and diagnostic services for audiologists or speech-language pathologists. 

DSHS, the Texas Department of Licensing and Regulation, the Health and Human Services Commission, and the Texas School for the Deaf indicated the provisions of the bill could be implemented within existing resources.
