LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 6, 2021

TO:
Honorable Senfronia Thompson, Chair, House Committee on Licensing & Administrative Procedures

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2570 by Kuempel (Relating to the prizes awarded in certain pull-tab bingo games.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the occupations code as it relates to bingo games.

The bill would define carryover pull-tab bingo game and would amend the maximum bingo prize amount by specifying that jackpot prizes awarded in a carryover pull-tab bingo game may not have a value that exceeds $10,000.

Possible changes to the agency's automated data Bingo Operating Services System may be required as a result of new games which could incur additional expenses for the Texas Lottery Commission (TLC). However, it is assumed that the costs associated with or resulting from the bill's provisions could be absorbed using existing agency resources. TLC and the Comptroller's Office anticipate that gross bingo receipts and net proceeds could increase due to higher maximum prizes attracting additional players. These increases cannot be estimated at this time.

Local Government Impact

No fiscal implication to units of local government is anticipated.
