LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 24, 2021

TO:
Honorable Brooks Landgraf, Chair, House Committee on Environmental Regulation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2659 by Rosenthal (Relating to reporting requirements for certain accidental discharges or spills.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would apply the notification requirements for certain accidental spills and discharges to the county judge of the county in which the spill or discharge occurred, in addition to Texas Commission on Environmental Quality (TCEQ). Based on the analysis of the TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
