The fiscal implications of the bill cannot be determined at this time because the cost of operational changes needed to comply with the provisions of the bill are unknown.

The bill would limit the use of administrative segregation for certain offenders. According to the Texas Department of Criminal Justice the fiscal impact associated with the bill's provisions cannot be determined. The agency may need to implement certain operational changes, such as staffing patterns in order to appropriately supervise offenders of this classification.
 
This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
