No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 531 of the Government Code to prohibit a provider who participates in Medicaid or the Children's Health Insurance Program (CHIP) from refusing to provide health care services to a Medicaid or CHIP recipient based on the recipient's refusal or failure to obtain a vaccine or immunization. The Health and Human Services Commission (HHSC) would be required to not provide reimbursement to providers who violate this requirement and disenroll the provider from Medicaid and CHIP. HHSC indicates it could absorb the costs associated with the bill within current resources.
