No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to include projects that reduce emissions through improvements in energy production efficiency using supercritical carbon dioxide as eligible for grant funding from appropriations made using General Revenue-Dedicated Texas Emissions Reduction Plan No. 5071 funds from remaining fund balances. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Based on information provided by the Texas Commission on Environmental Quality and the Texas A&M Engineering Experiment Station, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
