FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 3, 2021

TO:
Honorable James B. Frank, Chair, House Committee on Human Services

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3146 by Ortega (Relating to a study and report by the Health and Human Services Commission on the continuity of home health services during the COVID-19 pandemic.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to conduct a study to evaluate home health services during the COVID-19 pandemic. No later than September 1, 2022, HHSC would be required to prepare and submit the report and recommendations to the Governor, the Lieutenant Governor, the Speaker of the House of Representatives, and each standing committees of the Senate and House of Representatives having jurisdiction over public health.

It is assumed any cost for HHSC to implement provisions of the bill would be minimal and could be absorbed within available resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
