The fiscal implications of the bill cannot be determined at this time due to the inability to determine the impact on service utilization.
The bill would amend the Human Resources Code to require Medicaid reimbursement for a local education agency for all health care services provided to a student eligible for Medicaid. The Health and Human Services Commission would be allowed to delay implementation of the provisions of the bill until any federal authorization, if needed, is granted. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution, otherwise it would take effect September 1, 2021.
