FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 3, 2021

TO:
Honorable James B. Frank, Chair, House Committee on Human Services

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3368 by Minjarez (Relating to the program of all-inclusive care for the elderly.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 32 of the Human Resources Code to require the Health and Human Services Commission (HHSC) to ensure the enrollment broker with which HHSC contracts identifies all individuals enrolled in Medicaid who are eligible for nursing facility care and reside in a Program of All-Inclusive Care for the Elderly (PACE) service area and inform those individuals they may request an eligibility assessment to participate in PACE and may choose to enroll in PACE as an alternative to enrolling in a managed care plan. HHSC would also be required to develop educational materials regarding PACE. HHSC indicates it could absorb the costs associated with the bill within current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
