No significant fiscal implication to the State is anticipated.

The bill would amend the Natural Resources code to require the rules adopted by the Railroad Commission (RRC) relating to the regulation of the recycling of oil and gas waste be equitable between commercial and noncommercial entities and would require the agency to adopt minimum and uniform standards. The bill would also allow an application for a permit to be automatically approved after the 120th day it was received by the agency.

Based on information provided by the RRC, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.
