The fiscal implications of the bill cannot be determined at this time.

The Comptroller of Public Accounts has indicated that the potential exemption of transition charge revenue from any state or local taxes would have negative revenue implications for the sales tax and the public utilities gross receipts assessment. As the amount and timing of the adoption of financing orders and associated collection of charges is unknown, the fiscal impact to the state cannot be determined.

The Public Utility Commission anticipates that the costs associated with the bill's provisions could be absorbed using existing resources. 

Local Government Impact

No fiscal implication to units of local government is anticipated.
