No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to prohibit an applicant for a standard permit for a concrete batch plant that withdraws an application to submit another such application for the same plant earlier than 1 year after the date of the original application. 

Based on the analysis of the Texas Commission on Environmental Quality, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
