It is assumed that the costs associated with the bill's provisions relating to the classification of certain construction workers and the eligibility of those workers for unemployment benefits could be absorbed using existing resources by the Texas Workforce Commission. According to the Comptroller of Public Accounts, the amounts and timing of any administrative penalty revenue are unknown and cannot be estimated at this time.
