LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 18, 2021

TO:
Honorable Lois W. Kolkhorst, Chair, Senate Committee on Health & Human Services

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3800 by Darby (Relating to the release of a reversionary interest in certain real property by the Health and Human Services Commission and conditions related to that release.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission to execute an appropriate instrument to release and nullify the right of reverter on a property located in Howard County, Texas, contingent upon certain conditions being met, no later than February 1, 2023.

The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2021.

The Health and Human Services Commission indicates any cost to implement provisions of the bill would be minimal and could be absorbed within available resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
