No significant fiscal implication to the State is anticipated.

The bill would amend various codes as it relates to the offenses of prostitution and compelling prostitution or child sexual exploitation. Under the provisions of the bill, a child would not be referred to juvenile court and a person younger than 17 years at commission of offense would not be prosecuted for certain conduct related to prostitution. Additionally, causing by any means a child younger than 18 years to engage in sexual conduct for a fee in certain circumstances would be considered child sexual exploitation.  

The Juvenile Justice Department, Office of Court Administration, and Texas Department of Criminal Justice indicate the modifications outlined in the bill's provisions would not result in a significant fiscal impact.  This analysis assumes implementing the provisions of the bill addressing felony sanctions would not result in a significant impact on the demand for state correctional resources. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
