No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 34 of the General Laws, Acts of the 33rd Legislature, Regular Session, 1913, to reset the lease term between the State of Texas (lessor) and the City of Austin (lessee) on the plot or square of land described in Section 1 of the Act for 99 years from the effective date of the bill. The bill would also grant for a period of 99 years subsurface use rights of the property extending to the centerlines of the bordering streets as described in Section 1 of the Act to the Capital Metropolitan Transportation Authority for subsurface transportation infrastructure and commercial use. Under the provisions of the bill, the State of Texas would not part with any title, color of title or interest which it now owns in the property.

Based on information provided by the General Land Office, the Office of the Attorney General, the Facilities Commission, the Department of Transportation, the State Preservation Board, and the Comptroller of Public Accounts, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.

The bill would take effect immediately if it receives a two-thirds vote in each house, or September 1, 2021.
