The fiscal implications of the bill cannot be determined at this time due to insufficient information related to the size and scope of the reserve militia.
The bill would amend the Government Code as it relates to the Texas reserve militia. Under the provisions of the bill, the governor would have sole and direct command over the reserve militia. The bill would allow the governor to call to service a militia for no more than 90 days unless extended by the legislature. The bill would also require the adjutant general to designate weapon calibers for the reserve militia and ensure state armories have a sufficient ammunition supply. The bill would also require the governor to establish a commission to study and report on the reserve militia.
According to Texas Military Department, there will likely be a significant cost to implement the provisions of the bill. However, there is insufficient information to estimate the fiscal impact of the bill, such as the size of the militia, the number of facilities needed for ammunition storage, and the quantity of ammunition to be maintained. In addition to the cost of ammunition and armory storage space, TMD anticipates the need for additional full-time equivalents to manage procurement and storage.
