April 30, 2021

TO:
Honorable Will Metcalf, Chair, House Committee on House Administration

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4294 by Metcalf (relating to the organization and efficient operation of the legislative branch of state government through joint entities.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would clarify who is responsible for paying joint interim committee per diem and travel expenses and would authorize certain legislative agencies' governing boards to meet remotely during a disaster. The bill would also authorize the Legislative Council to transfer funds to other legislative agencies, move provisions governing the Commission on Uniform State Laws under the subtitle of the Government Code pertaining to legislative agencies and oversight committees, and expand commission membership to include appointees of the Speaker and Lieutenant Governor.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
