Fiscal Analysis

The bill would amend the Occupations Code to require the Texas Commission on Law Enforcement (TCOLE) to study the provision, availability, and accessibility of mental health services for peace officers and submit a report to the Legislature not later than December 1, 2022.

Methodology

Based upon the information provided by TCOLE, it is assumed it would require 1.0 Researcher/Writer in fiscal year 2022 to receive and analyze data, as well as research funding opportunities under the provisions of the bill. The estimated cost for the additional FTE would be $84,312 in fiscal year 2022, which includes salary, benefits, rent, and travel. Additionally, it would cost $28,104 in fiscal year 2023 to continue the FTE until Section 1701.165 expires on January 1, 2023.

This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.


Technology

Based upon the information provided by TCOLE, it is estimated that the cost for IT equipment and maintenance would cost $8,060 in fiscal year 2022 and $499 in fiscal year 2023.
