LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 20, 2021

TO:
Honorable Briscoe Cain, Chair, House Committee on Elections

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4322 by Jetton (Relating to the location of a polling place.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code to prohibit a polling place from being located in a tent or other temporary moveable structure or a parking garage, parking lot, or similar facility primarily designed for motor vehicles. It is assumed that any related costs could be absorbed using existing resources.

Local Government Impact

Election officials in Bastrop, Fort Bend, Hays, and Parker counties do not anticipate a significant fiscal impact on their counties.

Williamson County anticipates a fiscal impact to the county of $5,000 annually.

Cameron County anticipates a fiscal impact if an emergency requires alternate locations for polling places. The additional cost of renting building space, in place of tents, could reach an estimated $10,000 per year for early voting and $2,000 on Election Day for the county.
