LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 10, 2021

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4379 by Harris (Relating to the ownership or operation of a motor vehicle dealership by a manufacturer or distributor of motor vehicles.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 2301 of the Occupations Code to authorize a manufacturer or distributor to own or operate a dealership or act as a motor vehicle dealer if it manufactures or distributes motor vehicles powered only by electricity or battery and the manufacturer's line-make has never been sold in Texas through an independent franchised new motor vehicle dealership.

Based on the analysis provided by the Texas Department of Motor Vehicles, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
