No significant fiscal implication to the State is anticipated.

The bill would create a grant program for districts impacted by disasters. The grant program would provide additional funding for extending instructional time; broadband grants to ensure students have access to remote instruction; innovation in curriculum and instruction; improvements in quality of air and water at school facilities; and accelerated learning.

The bill would create an adjustment to prevent generational educational decline in the Foundation School Program (FSP). The adjustment would be identified in the General Appropriations Act.

Based on information provided by the Texas Education Agency (TEA), this analysis assumes that the adjustment to prevent generational educational decline in the FSP would reduce district FSP entitlement in an amount sufficient to cover the costs to operate the grant program for districts impacted by disasters, including both the grants to school districts and charter schools, and TEA's administrative costs. As a result, this analysis assumes any fiscal implication to the state would not be significant.
