LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 26, 2021

TO:
Honorable Chris Paddie, Chair, House Committee on State Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4473 by Walle (Relating to the places a public employer may provide for employees to express breast milk.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require public employers to provide a place, other than a bathroom, that is shielded from view and free from intrusion from other employees and the public where the employee can express breast milk. Current law allows public employers to provide a single use bathroom for this purpose.

Based on analysis by the Texas Facilities Commission (TFC), the requirements of the bill would apply to 69 TFC properties as well as the Texas School for the Deaf and the Texas School for the Blind and Visually Impaired.

This analysis assumes that any costs to provide accommodations required by the bill could be absorbed within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
