No significant fiscal implication to the State is anticipated.
This bill would require the Texas Parks and Wildlife Department (TPWD), in consultation with the Texas Department of Transportation (TxDOT), the Texas Historical Commission (THC), federal land management agencies, and counties and municipalities who maintain parks with relevant trails, to conduct a feasibility study regarding a regional connected trails system throughout the state. TPWD would be required to submit a report regarding the study by December 1, 2022. The bill would be effective September 1, 2021. Based on information provided by TPWD, TxDOT, and THC, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.
