The bill would amend Transportation Code ยง201.615 to require the Texas Department of Transportation, when developing transportation projects that involve the construction, reconstruction, rehabilitation, or resurfacing of a highway, to consider (1) an alternative design for a project that has been approved by a vote of the governing body of a municipality that represents an affected local community and (2) the negative impacts to an affected local community from previous transportation projects.
Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill in TxDOT's project development process could be absorbed within the agency's existing resources. Any changes to specific projects and project development and delivery costs that may result from the consideration and adoption of an alternative design for a project cannot be determined. This analysis assumes any changes in project costs would be accommodated within TxDOT's existing highway planning and construction funds and local funds if applicable.
