No significant fiscal implication to the State is anticipated.

The bill would amend Government Code Chapter 531 to establish the statewide intellectual and development disabilities coordinating council (the Council). The bill would require representatives from certain groups, organizations, and agencies to serve on the Council and would require the executive commissioner of the Health and Human Services Commission to designate a member of the Council to serve as the presiding officer. Among other duties, the Council would be required to submit a five year strategic plan.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise, the bill would take effect September 1, 2021.

It is assumed any cost to implement provisions of the bill would be minimal and could be absorbed within available resources.

No significant fiscal implication to units of local government is anticipated.
