HB4571 by Rose (Relating to the statewide intellectual and developmental disabilities coordinating council.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Government Code Chapter 531 to establish the statewide intellectual and development disabilities coordinating council (the Council). The bill would require at least one representative from certain groups, organizations, and agencies to serve on the Council and would require the executive commissioner of the Health and Human Services Commission to determine the number of representatives from each group, organization, and agency. Among other duties, the Council would be required to submit a five year strategic plan.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise, the bill would take effect September 1, 2021.

The Governor's Office, the Texas Workforce Commission, the Health and Human Services Commission, the Department of Family and Protective Services, the Department of State Health Services, the Texas Education Agency and the University of Texas indicate any cost to implement provisions of the bill would be minimal and could be absorbed within available resources.
