No significant fiscal implication to the State is anticipated, other than the cost of publication.
The cost to the state for publication of the resolution is $178,333.
The resolution would amend the Texas Constitution to allow a court to grant a commutation of punishment for parolees who have successfully served their required number of years on parole. According to the Office of Court Administration and the Board of Pardons and Paroles, the costs associated with the bill's provisions could be absorbed using existing resources.
The resolution would be submitted to voters at an election to be held on November 2, 2021. The cost to the state for publication of the resolution is $178,333 in fiscal year 2022.
